Snow
Policy
Snow Removal Plan:
The City of Blair’s snow plan provides for the clearing of all
city streets in a priority manner. The first priorities are
Highways 30, 75 and 91. The second priorities are the local
collector roads within each neighborhood. 16th
Street, South Street, 10th Street, Adams Street, 23rd
Street Wright Street, College Drive, 25th Street and
Street Clark Street. The balance of the city is broken down
into four different areas with each area assigned two snow
plows. The city also hauls snow from the downtown area. These
streets are Lincoln, Washington, Front and Colfax and 16th
Streets around the court house. The goal of the public works
department is to have all snow cleared from city streets within
6-10 hours after a snow fall has stopped. The city has a total
of six pickup plows, two motor graders, three dump trucks and a
snow blower.
Sanding
Operations:
When freezing precipitation begins to fall the public works
department uses salt at the intersections and any streets that
motorists are experiencing difficulty navigating. During snow
falls the salting and sanding is done at the conclusion of the
snow removal to assist in melting and clearing of the streets of
snow and ice. During the snow removal operations intersections
are salted and sanded. Blair has purchased a pre-wetting system
to provide better melting of the snow and ice on the city
streets by using chemicals and mixing them with the salt and
sand being spread by the city crews.
Snow Emergency:
The Mayor of Blair can declare a snow emergency in
the event it snows more than two inches to allow for efficient
and orderly removal of snow from city streets. Tune to
news media, including KFAB, KETV7, WOWT6, KM3, KPTM, FOX42, and
the city cable channel for information on whether the Mayor has
declared a snow emergency and if so, at what time it will begin.
Once the snow emergency begins, no vehicles will be allowed to
park on public streets for the next 24 hours after the snowfall
ends or until the accumulated snow has been removed. Any
vehicle parked on public streets during the snow emergency will
be towed at the owner's expense. Property owners and
vehicle owners are responsible for finding an alternative
parking location other than public streets. The public's
cooperation will help ensure the city streets are cleaned of
snow and ice in the quickest manner possible.
Municipal Code 8-104
“It shall be
unlawful for any person or business within the limits of the
City of Blair, Nebraska, to remove or cause to be removed snow
from any business lot, parking lot or other private premises
which is pushed or otherwise deposited onto the paved portion of
the streets or alleys of Blair.”
Sidewalk Cleaning:
City residents are reminded that city ordinances require
property owners to remove snow, ice, sleet and mud from sidewalks.
Section 8-510 of the City Code requires that sidewalks must be
cleaned not more than five (5) hours after cessation of a storm or
in the event a storm ends after 9:00 o'clock P.M., then the occupant
or owner shall remove the snow, ice, etc. before 10:00 o'clock A.M.
of the following day. If snow, sleet, mud and ice is not
removed within twelve hours following deposit of the same on the
sidewalk, the city may cause the same to be removed and cost of
removal to become immediately due, payable jointly and severally
from the owners and adult occupants of such tract of ground.
In addition, residents and businesses are reminded that City Code
(8-104) prohibits a person or business to remove or cause to
be removed snow from any business lot, parking lot or other private
premises and deposit same onto paved portions of streets or alleys
of the city.
